We strongly recommend that all buyers test drive a vehicle before making an offer. That said, doing so is not a requirement, and some buyers, particularly out of state buyers, choose to make an offer or buy without test driving. 

You shouldn't be concerned whether your prospective buyer schedules a test drive first or makes an offer first, since there is little correlation between which action a buyer takes first and her likelihood of buying your car. So whichever happens, put your best foot forward.
